On the Origin of the System of the Occupational Licensure——from the perspective of public choice theory

公共选择的分析方法与行为假设包括方法论上的个人主义、"经济人"假设和作为交易的政治。在公共选择理论的视野中,职业许可是规制俘获、政治屈从或不计代价率性而为的结果。以公共选择理论对职业许可进行解释,其价值在于对改革和完善职业许可制度具有一定的实践意义;其局限在于该理论对人性的刻画过于绝对,忽视了人性的多样性和多面性。
