盐津县“群众参与预算”:国家治理现代化的基层探索

“ Citizen Participatory Budgeting ” in Yanjin : Grass Roots Research of Modern State Governance

三十多年的经济社会变迁对中国国家治理体系构成了巨大的挑战。中国共产党十八届三中全会明确提出了推进国家治理体系现代化的改革目标。在此进程中,基层治理是最基础性的。通过在预算过程中引入公民参与,实行预算民主,云南省盐津县在2014年实行的群众参与预算改革不仅在基层治理领域丰富和发展了基层民主,而且在基层治理领域建立起一种"共同治理"的民主治理模式,使得公共资金的分配更能满足公民的需要,进而提高了资源配置效率。此外,由于建立起一种共同治理,群众参与预算的实施也极大地降低了国家治理的成本。总之,盐津群众参与预算改革是一次成功的在基层治理领域推进国家治理体系现代化的改革试点,它不仅对盐津县也对云南省其他地方乃至中国其他地方推进基层治理体系现代化具有深远的意义。

Thirty years of socioeconomic changes have presented great challenges to state governance in China. The third Plenary of the 18 th Congress of the Chinese Communist Party has set up the reform goal of modernizing the state governance system.For this enterprise,governance at the county or lower level is fundamental. In 2014,the County of Yanjin tried Citizen Participatory Budgeting( CPB). Inviting citizens to participate in the budgetary process and then developing budgetary democracy,not only enriches and develops local democracy,but also creates a form of democratic governance with co- governance at its core. The allocation of public funds are then more tailored to the needs of local citizens and allocative efficiency is improved. Moreover,CPB creates a form of co- governance and has contributes to a dramatic reduction in the cost of local governance. In the end,CPB in Yanjin was a successful reform in modernizing state governance. Yanjin's CFB success has great implications not only for Yanjin but also for other counties in Yunnan province as well as other localities throughout China.
