1960~1961年,老挝国内局势发展成一场严重的东西方关系危机。艾森豪威尔政府对老挝问题决策混乱:国务院及驻老挝大使馆支持老挝中间派,国防部与中央情报局支持老挝右翼力量,艾森豪威尔总统却举棋不定,没有倾向性意见。老挝危机的发展最终令美国政府在印支问题上陷入决策困境:是否出兵印支对老挝进行单边军事干涉?在离任前的交接会晤中,即将上任的肯尼迪总统深感在是否出兵印支问题上难以决策,问计于艾森豪威尔总统,但后者的回答模棱两可,这也反映出艾森豪威尔政府在印支地区的决策陷入困境。
