区域性中心城市“产城融合”发展研究

建设区域中心城市,充分发挥其在经济发展中的"增长极"作用已成为一种普遍的共识,而"产城融合"发展是建设区域中心城市的关键环节。当前西宁市的发展已进入典型的工业化阶段,产业运行面临着诸多困境:一是产业结构效益低下;各产业内部结构效益差距明显,产业结构"虚高度化"问题突出。二是缺乏助推区域中心城市建设的关键部门;现有工业部门集聚作用显著。因此,围绕增强区域中心城市建设职能:一是优化各产业间结构,重点关注第三产业发展的能力;二是增强外向型产业发展实力,促进优势资源的转换能力;三是加大优势产业的集群化培育,延长产业链,提升产品附加值;四是培养具有区域互补性的城市主导产业,建立城市产业体系。

Constructing the regional central cities and give full play to its 'Growth pole'role in economic development has become a general consensus and the development of'City-Industry Integration'is the key link under construction.At present,the economic development of Xining city had entered the stage of industrialization,but the industry running faces some problems :one is the low benefit of industrial structure,The gap in the industry internal structure efficiency become obvious and the'Unreasonable industrial structure supererogation'problems of industrial structure become prominent.Second,the lack of key department can not to promote the construction of the regional central city;the clustering effect of the industrial sector is remarkable.Surrounding the function to strengthen regional central city construction we should:The first is to optimize the industrial structure and focus on the ability of the third industry development;Second,strengthen export-oriented industry development and promote transformation ability of the advantage resources;Third,to increase clustering cultivation of the advantage industry,extend the industrial chain and improve product added value;Fourth,cultivate a dominant industry and establish urban industrial system.
