关于青海生态文明建设的几点思考

Thoughts on Establishing Qinghai Ecological Civilization System

青海作为生态文明先行区,因其独特的地理位置,青海生态文明建设具有其特殊的重要性和艰巨性,对于全国乃至东南亚都具有重大的战略性意义。因此,青海生态文明建设必须增强民众忧患意识,强化生态文化,以建立健全科学决策评价机制和生态补偿机制,建立和完善权衡利弊的选择性制度和生态文明评价指标体系等为前提,以"以德治理"为补充,搭建科技集成创新平台,加强专业人才队伍建设,加大科研合作力度,加快科研成果转化,优先解决损害群众健康的突出环境问题,创新生态经济发展模式,以绿色引领经济和可持续性社会发展为目标,形成人口、资源、环境协调的和谐发展。

Qinghai is the first region of ecological civilization in China which has a unique geographical location.The construction of Qinghai ecological civilization has its special importance and difficulty and has great strategic importance for the whole country and Southeast Asia.Ecological security of Qinghai is directly related to the ecological security of the country.Therefore,ecological civilization system construction should enhance the sense of urgency of people,strengthen ecological culture,take establishing a sound scientific decision-making evaluation mechanism and ecological compensation mechanism,and establishing and improving the selectivity system and the evaluation system of ecological civilization for the premise.With'by virtue of governance'to supplement,building technology integrated innovation platform,enhancing development of the professional talent team,increasing research collaboration efforts and accelerating the transformation of research achievement,giving priority to solve prominent environmental issues which harm people's health,innovating ecological economic development model,regarding the green economy and sustainable social development as the goal,in order to create a harmonious development of population,resources and environment.
