The development of government-run mints in regions along the Yangtze River and Huai River, closely related to changes in monetary policies of the Tang Dynasty, is of great academic value. At the end of the Sui Dynasty, government-run mints in regions along the Yantze River and Huai River once declined because of wars. At the beginning of the Tang Dynasty, they were started again, but of a scale not comparable to that of private mints. Their development was furthermore restricted owing to two attacks against secret monetary by the government. Afterwards, the government changed monetary policies; as a result, government-run mints in regions along the Yangtze River and Huai River developed vigorously, determining their place as the center of national minting industry. However, they lost the position quickly due to cost pressure and monetary policies after the outbreak of An Shi Rebellion, resulting in their disappearance in the end.
