关于第二轮人口志编纂问题之浅见

My Humble Opinions on Issues Related to the Second-round Population Records Compilation

人口是志书的一个重要内容。志书记述人口,就是要反映一定行政区域内人口的历史和现状,为地方政府部门制订社会经济发展规划及决策提供依据,为当地资源环境利用和保护及科学研究提供信息,为当地人口计划生育提供资料。当前,第二轮志书在劳动人口、流动人口的记述和设置上还存在一些问题,如漏设要项、归类错误等。第二轮志书应设置劳动人口章,记述内容包括劳动人口的构成和劳动人口在业状况;流动人口应着重记述长期流动人口和短期流动人口的内容;户籍管理应从人口部分划出,放到公安编中记述。

Population is an important type of content of local records.The purposes of recording population matters in local records are to reflect the history and current status of population within a certain administrative region,so as to provide local government agencies with basis for planning and decision-making about social and economic developments,to provide information for local resource's and environment utilization and protection and scientific research,and to provide reference materials for local family planning.Currently,there are some problems with the recordings of working population and migrant population and recordings setup in the second-round local records,such as omission of key items and mistakes in categorizing.In the second-round local records,a working population chapter should be set up to record the consistitution and employment status of working population,contents about long-term and short-term migrant population.Household register management contents should be moved out of the population section to be recorded in the public security section.
