Constructing the Balance Mechanism:A Road to Innovate Citizen Participation in Social Management

公民参与是权力在公民与政府之间的分配。根据权力分配的状况,可以将基层社会管理中的公民参与分为三种类型——控制型公民参与、自治型公民参与、合作型公民参与。不同类型的公民参与体现了不同的权力分配格局。在控制型公民参与低效、自治型公民参与还为时尚早的情况下,构建政府与民众平衡的合作型公民参与机制是基层社会管理公民参与的创新之路。

Citizen participation embodies power distribution between citizen and government. There are three forms of participation in social management at the primary level: control of citizen participation,autonomous citizen participation,and cooperative citizen participation. Each mechanism has its own operation logic and conditions.Because the control of citizen participation is inefficient,and autonomous citizen participation is too early case,the cooperative citizen participation is the path of innovation of citizen participation mechanism in social management at the primary level.
