As the biggest internet country , China characterizes very specific situation either in national condition and in internet condition .Those significant characters and special situation , strengthening with tech-nology advantages of internet , bring several challenges to state governance in China: the social foundations , social structures and social surroundings of state governance had undertaken deep changes .The Chinese state governance , in economical , political , cultural and social aspects , faced with huge shocks and impacts caused by internet and internet opinions .
