A Comment on the Rise of Modern Civil Organizations and the Relations with the Government

近代中国民间组织兴起于国家衰败、政府软弱之时,它的发展又受到国家权威重建与政府权能增强的制约。在功能上,近代民间组织与政府有相当的合作与互补,但中国的专制传统,政府主导下的政治环境、民间组织发展路径,以及人们在专制文化熏陶下形成的依傍权力的思维定势和行动定势,严重阻碍着民间组织成长和发展。

The Modern Chinese civil organizations rise when the national decline and the governments are weak. Its development is constrained by the rebuilt of national authority and the enhanced government power. There are considerable cooperation and complementary between Chinese modern civil organizations and the government in functionality. However,something have seriously impeded the survival and development of civil organizations such as China's authoritarian tradition, government-led political environment,the development path of civil organization and people's mindset and action-set of near forces formed under the influence of authoritarian culture.
