日本奶业规模化发展政策及经验借鉴

Policies and experience on the scale development of dairy industry in Japan

日本在1961年制定《农业基本法》之后,颁布了一系列法律法规,并在奶业发展的3个不同阶段分别实施了不同的奶业发展政策,依靠政府的奶业振兴政策和价格支持体系以及强有力的质量监管手段,成功推动了奶业的发展。因此,吸收并借鉴日本成功的经验,对于构建中国奶业持续健康发展的长效机制具有重要意义。

After the release of Agricultural Basic Law in 1961,Japan has made series of laws and regulations including the revitalization policy,price supporting policy and powerful supervision measures,which successfully promote the development of Japan's dairy industry with different policies in different developing stages.China has the similar dairy industry basis with Japan,like decentralized operation,fierce competition among diary processing enterprises,and the gap of development policies.Therefore,taking Japans successful experience as reference,China should increase the intensity of support policies for dairy industry and improve the subsidies system and quality supervision system of dairy products,to promote the reasonable and healthy development of dairy industry and build long-term sustained development mechanism.
