摘要
以技术性贸易措施和卫生与植物卫生措施为代表的非关税措施由于同时具有实现政府公共政策目标和扭曲贸易的功效,在国际食品贸易领域中的运用越来越频繁。利用WTO中技术性贸易措施和卫生与植物卫生措施两类措施通报信息为基础,本文对近年农产品和食品领域技术性贸易措施的实施情况进行了研究,分析了技术性贸易措施实施的热点产品、主要市场的实施重点,并总结提出限量标准日益严格、检验检疫措施日益加强、生产加工规范提高、产品等级规格要求增加等技术性贸易措施实施的趋势。
Since non-tariff measures respected by technical barrier to trade(TBT)and sanitary and phytosanitary(SPS)measures cannot only achieve the goal of public policies but also distort trade,they are being more and more used in international food trade.Based on the information of WTO TBT and SPS notifications,the implementation of technical barrier to trade measures such as hot products,main markets'focus in food trade was analyzed.The analysis was concluded with four implementation trends in food trade:stringent limitation standards,strengthen inspection and quarantine measures influence,good producing and processing practices and more and more agro-product quality and grading standards.
