摘要
本文在了解中国羊肉及其制品进口产品及市场基础上,针对中国与澳大利亚以及新西兰羊肉及其制品的贸易发展趋势,分析了中国—澳大利亚自由贸易区(简称中澳自贸区)建立对中国羊肉及其制品进口及相关影响,分析显示中澳自贸区建立有利于降低中国羊肉及其制品进口成本,打压国内羊肉价格,同时有助于牧区生态环境恢复。但是同样存在不利影响,包括对牧区牧民造成冲击,降低其收入,还会进一步降低羊肉及其制品的国际竞争力,扩大贸易逆差。提出了应当坚持保护国内肉羊产业,逐步放开羊肉市场;进一步加大对国内肉羊产业政策扶持力度;继续推进肉羊产业规模化经营,标准化生产的政策建议。
Based on the situation of mutton and its related products in China,this paper firstly gives the trade development trend of mutton and its related products among China,Australia and New Zealand,then analyzes the impact of the establishment of China-Australia FTA on mutton and its related products.The result shows that the establishment of China-Australia FTA is beneficial to reduce import costs and domestic mutton price,at the same time help to recover ecological environment in pastoral areas.But there are also adverse effects,including reducing pastoral herdsmen's income and the international competitiveness of mutton products.Besides,it will expand the trade deficit.In order to cope with these problems,we should stick to protect domestic mutton sheep industry,and gradually open mutton market;intensify policy support of domestic mutton sheep;continue to push forward scale management and standardized production in mutton sheep industry.
