高等学校内部治理的内涵、要素及战略重点

Internal Governance of University:Its Connotation,Elements and Strategic Focus

行政管理人员、校长、作为学术研究主力的教师以及接受学校教育的学生等都是高等学校内部治理的参与主体;高等学校内部治理的本质是其各种利益和权利的协调、配置、制衡与平衡,从而确保高等学校目标和理念的真正实现。高等学校内部治理的展开,需要有合理的制度安排和治理结构、运行机制保障。就我国高等学校发展的现实语境看,积极构建中国特色现代大学制度,制订具有实质规定性的高等学校章程,完善高等学校内部治理结构尤显迫切。高等学校自身的治理结构、治理工具的选择以及协调整合的具体策略等都要在合作治理理念和价值的引领下进行重构。特别是要提升高等学校学术委员会、教授委员会等学术组织的地位及在学术事务管理中的主导作用,改变其附属于行政权力的性质。

Administrative unit , presidents , as well as teachers and students are the participating subjects in internal governance of universities . The essence of internal governance is to coordination the various interests and rights so as to ensure the goals and philosophy of the colleges for relization . The internal governance of universities needs the reasonable institutional organization and governance structures , and the protection of the operating mechanism . In view of the context about the development of universities in China ,a modern university system is urgently needed . It is also necessary to improve the internal governance structure of higher education , and formulate the constitution in higher Institutes , which means the governance structure , governance tool of choice ,and the coordination and integration strategy must be reconstructed under the guidance of the concept and value of holistic governance . In particular , we need to enhance the status of academic committee , professor committee and other academic organizations and their leading role in the management of academic affairs .
