Thoughts on China's Innovation-driven Development Strategy

现阶段中国经济发展所受的资源、环境、技术、结构及国际竞争方面的约束日益刚化,呈现出新的困境。实施创新驱动发展战略是中国经济持续发展、规避"中等收入国家陷阱"、实现弯道超车的必然选择。中国既有产业体系完备、创新效应日益显著、人力资本规模庞大、国内市场容量惊人、政府调控强势等优势;同时也有创新驱动意识不强,创新主体错位,创新体系不完善等制约因素。科技创新与制度创新并重,强化培养创新人才,完善区域创新体系应该成为我国实施创新驱动发展战略的着力点。

Since the binding of resources,environment,technology,structure and international competition upon China's economic development at the present stage has been more rigid,it presents new difficulties for Chinese economy.The implementation of innovation-driven development strategy is an inevitable choice for Chinese economy to develop sustainably,escaping from middle income country trap while overtaking on a bend.China has advantages in its complete industrial system,increasingly evident innovation effect,vast human capital scale,amazing domestic market capacity and dominant government regulation.Meanwhile,China has restraints in its weak innovation-driven awareness,its malposition of innovation subjects,and incomplete innovation system.China's implementation of innovation-driven development strategy should focus on these:attaching equal importance to technological innovation and system innovation,strengthening the cultivation of innovative talents and improving the regional innovation system.
