Literature Review of the Government Regulation on Public Utilities in China

我国公用事业政府监管的研究总体上可分为两大领域:一是公用事业政府监管的基本理论;二是我国公用事业政府监管的实践研究。其中,公用事业政府监管的基本理论包括公用事业监管的内涵及其原因探究;公用事业政府监管的实践研究则包括"我国相关实践的系统总结与审视"、"国外相关实践经验的介绍与总结"、"构建科学高效的公用事业监管体系"三大部分。

The paper mainly introduces the development history and important achievements in the related study of the government regulation of public utilities in China in the recent 10 years. In general, the study of the government regulation of public utilities in Chi-na can be divided into two areas. The first area is about the basic theory of public utilities including the study of the connotation and reasons of it. The second area is about the practice of public utilities regulation in China and it is made up of three parts. The first part is about the systematic summary and review of the related practice of public utilities regulation in China. The second part is about the introduction and summary of relevant experience in foreign countries. The third part is about building a scientific and efficient system of public utilities regulation in China. Based on the research above, from the perspective of research methods and ideas, the paper puts for-ward some opinions and suggestions on the future direction of research on public utilities regulation.
