土地资源配置市场化改革应亟待深化——2014年“土地制度、户籍制度与城市化”圆桌会议共识

Effectively Promote the Market-Oriented Reforms of Allocation of Land Resources

中共十八届三中全会《关于全面深化改革若干重大问题的决定》,是经济体制改革的总方向和总目标,是统领包括土地在内的各种资源配置市场化改革的总纲。为落实使市场在资源配置中起决定性作用的"总纲"精神,要转变政府职能,更好发挥政府作用;建设开放竞争、统一有序的土地市场;构建符合市场规律的土地用途管制制度。

Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform,is the total direction and end of the economic system reform,is at the head of the various resources allocation and marketization reform including land.To implement the ' master plan' spirit of the market which means that the market will play a decisive role in the allocation of resources,it is needed that government transforms functions to function well;construct open,competitive,unified and orderly land market;build land usage control system in line with the market rules.
