统筹城乡发展是一个全局性、根本性、战略性问题。唐山市以"城乡等值化"为目标进行了颇为有益的探索,形成了以城乡一体化规划为引领、产业联动为动力、生态宜居为基础、福利增值为宗旨、改革创新为支撑的统筹城乡发展路径,并依托资源优势和产业优势,充分发挥以工补农、以城带乡的拉动力,引导生产要素适度集中,形成了新型工业主导型、现代农业支撑型、中心镇村建设带动型等多元化建设模式。通过"统筹"作用力,促进资源要素在城乡之间合理流动配置,不断放大城乡空间、产业、人口结构优化效应,提高居民幸福指数。

Urban and rural development is a global,fundamental and strategic issue. Aiming at the equivalence of urban and rural areas,Tangshan has tried out some useful explorations leading to a integrated urban and rural development. These experiences include integrated planning for urban and rural development,industry driving,promoting ecological livability,increasing value- added welfare and institutional reform. And relying on the resources and industrial advantages,Tangshan gave full play to the motive power of industry nurturing agriculture and city supporting rural area,guided production factors to a moderate concentration,and formed different developing models of new industry driving,modern agriculture supporting and central town and village construction. By "co- ordination "forces,production factors were promoted to a rational flowing configuration between urban and rural areas,which continued to enlarge the structural optimizing effect of urban and rural space,industries and population,and led to a remarkable increase in happiness of urban and rural residents.
