The problem of avoiding nearby conflicts is complicated in the society. There exist four theoretical approaches of politics,economy,technology and morality,which are closely related with democracy and fairness,cost and benefit,science and morality. Solutions are different because of the different causes of conflicts. The theoretical approaches have advantages and disadvantages. The keys to avoiding nearby conflicts lie in the public participation and guaranteeing fairness. And in addition,market mechanism and technological tools are adopted to avoid nearby conflicts.
