河北省支持社会养老服务业发展的财政政策:进展与方略

Research on the Fiscal Policy of Supporting the Development of the Social Endowment Service Industry in Hebei province

立足于公共财政理论,探讨社会养老服务对财政需求的必然性。结合河北省面临的社会养老服务发展任务,分析现行财政政策存在的问题,提出与产业结构调整相适应、与政府职能界定相统一、与京津冀协同发展相协调、与重点环节保障相呼应的财政支持政策的方略。

According to the tasks facing developing social endowment service in Hebei Province,the paper analyzes the existing problems in the current fiscal policy,then gives some suggestions,including corresponding to the industrial structure adjustment,defining the functions of the government,uniting with the development policies of Beijing- Tianjin- Hebei,and ensuring the key links on the financial support policy in social endowment service.
