大学学术权力行政化及其治理——基于权力要素的视角

The Administrative Tendency of University Academic Power and Its Governance:From the Perspective of Power Factor

学术权力行政化是大学组织内部的一种权力博弈现象,其在很大程度上反映出大学权力的配置状况以及权力间的共存与冲突关系。从权力要素的角度诠释大学学术权力行政化的利益性、受控性、整体性、混沌性以及一元性的基本表征,有助于分析学术权力行政化的形成机理。基于"少权-索权-赋权"的权力让渡理念和"混权-滥权-规权"的权力界分思路,未来的政策调整及制度设计应赋予学术系统更多的正式组织权力,调适大学权力结构、推动行政人员职业化以重构学术秩序与学术公平,培育良好学术生态,推进学术治理体系现代化,以规避学术权力行政化所带来的大学组织运行风险。

The administrative tendency of academic power was a kind of power gaming inside the university,reflecting the power configuration and the power relationship of coexistence and conflicts.From the perspective of power factor,it interpreted such basic characteristics of the administrative tendency,which was helpful to analyze its formation mechanism.Based on the power transfer concept of 'less power- power claim-empowerment' and the power division way of ' mixed power- abuse power-regulated power',the future policy adjustment and system design should endow the academic system more formal organization power,adjust the university power structure,and promote the professionalization of administrative staff,for the aim of reconstructing academic order and academic fairness,which could evade the risk of university organization operation owing to the administrative tendency of academic power.
