韩国世界高水平大学章程的文本分析

The Text Analysis on the University Statutes of the World-class Universities in Korea

本文对首尔国立大学、韩国高等科学技术研究院、浦项工科大学的大学章程的构成体系进行了深入剖析,结合我国高等教育改革发展实际,提出了确保大学章程的"法律地位"和权威性及合法性;彰显章程的开放性与统领性;突出章程条款的科学性、专业性;保证章程执行的适应性与全覆盖等思考和建议。

This paper chose the university statutes of Seoul National University,Korean Advanced Institute of Science and Technology,and Pohang University of Science and Technology as the study objects,and analyzed their component systems.Based on the practice of China higher education reform and development,it suggested that the legal status,authority and legitimacy of university statutes should be assured;it should highlight the openness and ruling;it should stress the scientificity and professionality of statute provisions;and it should also ensure their implementation and the full coverage,and keep pace with the times.
