管理走向治理的政策博弈——以广东高等教育政策文本为中心

A Policy Game from Management to Governance:Based on Higher Education Policy of Guangdong

完善高等学校治理结构,建立现代大学制度,是高等教育现代化的逻辑走向。此进程中的多重博弈与困境需要政策的进一步调适。文章从政策文本分析角度,分析先行政策的内在矛盾与抵牾,审视政府行走于管理与治理之间的矛盾,力图厘清政府与高校的边界,重塑高校治理的外部结构,探究由管理走向治理的条件与路径。

It is the logic direction of education modernization to improve the governance structure of higher education and establish the modern university system, however, further adjustment for multiple game and dilemma in this process still needs a policy. From the perspective of policy text, this article analyzed the contradiction and conflict between the government policy, reviewing the contradiction of the government walking between management and governance, and tried to clarify the boundary, external structural remodeling of university governance. It also inquiried the conditions and paths of the government from management to governance.
