It summarized the current sophisticated international hierarchical structure of health care systems and introduced theconstruction situation of hierarchical medical system in developed countries and developing countries. The common stratification crite-ria were primary care, secondary care and tertiary care. To build hierarchical medical system, the basic medical services were themain content. It cleared the the functional orientation and services given by all levels health care providers inside the system so as toguarantee the continuity and non-overlapping of the services.
