通过分析目前我国基本医疗保险支付方式存在的突出问题,如医保支付标准欠合理,影响医疗机构的积极性;医保支付方式改革偏重于费用控制,缺乏对医疗质量的激励和引导;医疗服务体系功能不协调,影响支付方式改革的推进等。从而提出相应的对策,以期为完善医保支付制度提供参考。

This article analyzed the prominent problems existing in the basic medical insurance payment methods in China cur-rently, such as the medical insurance payment standards were unreasonable, it influenced the initiatives of the medical institutions;the reform of the payment methods was focused on controlling medical expense, but it lacked the incentive and guidance on medicalquality; the function of the health service was uncoordinated, so it impeded the advance of the payment method reform, etc. In orderto provide references for improving the medical insurance payment system, the paper put forward the countermeasures finally.
