On the Fulfillment of the Commonweal's Nature of Public Hospitals

公立医院是由国家投资举办的,面向全社会成员为其供给医疗和公共卫生服务的公益性社会组织机构。坚持公立医院的公益性目的在于响应坚持我国卫生事业正确发展方向的要求。通过对公立医院的公益性、现状进行初步分析,并从公立医院的政府职责、补偿机制、运行机制以及激励机制等方面入手,探究导致公立医院公益性淡化的原因,目的在于寻求公立医院公益化回归的途径。

Public hospital refers to the non-for-profit society organization organized by national?investment, providing generalhealth care and public health services to all citizens. Keeping the commonweal of the public hospitals was the requirement for thehealth development to take a right track of China health enterprises. It made a basic analysis on the commonweal's nature of publichospitals and their status quo, discussed the causation of the weakening of the commonweal's nature of public hospitals and sought forways of fulfilling it by analyzing the government responsibility, compensation, operating and incentive mechanism of public hospitals.
