On the basis of discussing the necessity and timing of UEBMI outpatient pool-ing fund, it analyzed the financing mode selection of UEBMI outpatient pooling fund and put forward 3 financing modes. Local govern-ments should choose appropriate financing mode according to the reform resistance and expecting financing standards.
