地区经济差异对卫生总费用结构影响的实证分析

Empirical Analysis on the Impact of Regional Economic Differences on the Structure of Total Health Expenditure

目的:研究地区经济差异对卫生总费用结构的影响。方法:利用2000—2013年我国各省的面板数据,基于政府对东中西部地区的划分,建立东、中、西部的面板双固定效应模型,进行地区差异对比分析。结果:地区经济发展状况对卫生总费用结构影响显著,而且对于东、中、西不同地区,经济状况对卫生总费用结构的改善作用呈现出边际递减规律。结论:在经济体制转型过程中,我国地区经济差异不断加大,此时更应注重宏观经济的平衡发展,完善政府卫生财政转移支付制度与社会保障体系,并将"卫生资源配置均等化"纳入"宏观经济平衡发展"战略,优化卫生总费用结构。

Objective:To investigate the impact of regional economic differences on the structure of total health expenditure.Methods:The panel data of provinces in China from 2000 to 2013 was used to establish the dual fixed effects model and process thecomparative analysis on regional differences based on the distribution of government on eastern, central and western regions.Results:The impact of regional differences to the structure of total cost of the health was significant, besides, for eastern, central and westernregions, the improvement of the economic situation for the structure of total health expenditure showed diminishing marginal utility.Conclusion:In the economic system transition process, the regional economic disparities continued to increase, meanwhile, it shouldpay attention to the balanced development of macroeconomic, improve the 'government’s fiscal transfer payment system' and'health and social security system', bring the 'health resource allocation equalization' into 'macroeconomic balanced develop-ment' strategy and optimize the structure of total expenditure on health.
