山东省基层医疗卫生机构经济运行现状及发展对策分析

Analysis on the Current Status of Economic Operation and Strategies for Development of Primary Medical Institutions in Shandong

目的:了解山东省基层医疗卫生机构2008—2013年经济运行情况。方法:从2008—2013年山东省卫生财务年报数据库中提取基层医疗卫生机构的相关数据资料,选用收入及其内部构成、支出及其内部构成、财政补助及其构成等指标,采用定量与定性分析、对比分析等方法进行分析。结果:总收入与总支出逐年增加,年均增长率分别为20.39%、20.16%;收入结构变化趋势明显,其中财政补助收入占比逐渐增加,支出结构较为稳定;全省药品加成收入总体呈快速下降趋势;医疗服务量不断增加,病床使用率逐渐上升,医疗服务效率有所提高。结论:提出合理调整服务价格,尽快建立完善稳定长效的多渠道补偿机制,转变管理者经营管理理念,进一步提高服务利用效率等对策。

Objective:To understand the economic operation status of primary medical institutions in Shandong from 2008 to2013.Methods:Extract relevant data from 2008-2013 annual health financial report of Shandong. Quantitative analysis, qualitativeanalysis and comparative analysis were applied.Results:The total income and expenditure increased by years, the annual increasingrates were 20.39% and 20.16%; the changing trend of income structure was obvious, the proportion of financial subsidy income in-creased, the expenditure structure was relatively stable; the total addition income of provincial medicine showed rapid decreasingtrend; medical services kept increasing, the usage rate of beds increased by steps, efficiency of medical services increased.Conclusion:It proposed to reasonably adjust service prices, establish completed, stable and long-term multi-channel compensation mecha-nism as soon as possible, change the management philosophy of managers and further promote the usage efficiency of services.
