Review on Benefit Incidence Analysis

卫生服务的供需双方以不同形式接受第三方政府的补助,事实上,受益归属受卫生政策影响,受益归属如何也反映着卫生政策目标的实现程度。研究受益归属情况是卫生规划工作关注的重要指标,也正是目前国内外卫生政策研究的重点。受益归属分析被认为是一种有效测算不同经济群体间受益分布的方法性工具,用以评价政府补助公平性与目标效率实现程度。文章将阐述BIA理论、应用与研究结果等各方面内容,对BIA研究前景进行展望,为将来的研究重点提供线索。

Both medical providers and suppliers of health services received government subsidies in different ways.In fact,bene-fit incidence was effected by health policy,benefit incidence also effected the realization level of health policy objective.The situa-tion of benefit incidence analysis was the focused work of health system,which was also the focus of current domestic and abroadhealth policy research.The benefit incidence analysis(BIA)was considered as a methodological tool for effectively estimating the bene-fit distribution of different economic groups,which was used to evaluate the realization level of the equity and objective efficiency ofgovernment subsity.It would illustrate BIA theory,application and research result,perform the forecasts for BIA research prospect,so as to provide clue for future research focuses.
