摘要
目的:评价陕西省新型农村合作医疗基金的运行效率。方法:采用标杆管理与数据包络分析相结合的方法,运用Max DEA 6.3软件测算综合效率、纯技术效率和规模效率,运用EMS1.3软件测算超效率值。结果:新型农村合作医疗基金的综合效率、纯技术效率、规模效率和超效率值分别为0.91、0.94、0.97和1.06。结论:陕西省新型农村合作医疗基金整体运行效率较高,但仍需进一步提高基金管理水平和统筹层次,选取管理标杆提高运行效率,完善补偿方案等。
Objective:To evaluate the operation efficiency of Shaanxi's new rural cooperative medical care fund.Methods:Ac-cording to benchmarking management and hyper-effective DEA model,Max DEA 6.3 was used to measure the comprehensive efficien-cy,pure technical efficiency and scale efficiency.EMS 1.3 Software was used to measure the hyper-effective value.Results:The com-prehensive efficiency,pure technical efficiency,scale efficiency and hyper-effective value of New Rural Medical Care fund was 0.91,0.94,0.97 and 1.06 respectively.Conclusion:The operation effieciency of Shaanxi's New Rural Medical Care fund was relative highoverall,but it still needed to improve the management level and pulling level of the fund,choose management benchmarking to im-prove the operation efficiency and implement the compensation scheme,etc.
