摘要
化解过剩产能是实现经济结构转型升级与环境保护双重目标的必然选择,伴随化解过剩产能的力度逐步加大,钢铁行业职工安置问题进一步显性化。本文以钢铁大省——河北省为例,依据典型地区的调研结果,明确了钢铁行业需安置职工的结构化特征,描述了职工再就业工作的进展与安置效果,总结了钢铁行业分流职工安置工作中存在的共性问题。同时,通过构建钢铁行业常态化职工安置机制,进一步明确了政府与企业各自应承担的职工安置职责,以期推动钢铁行业化解过剩产能与职工安置工作的协同并行。
Resolving the excess capacity is an inevitable choice to realize the transformation and upgrading of the economic structure and the environmental protection target. But with the sweeping measures to resolve the excess production capacity of the steel industry,the problem of the resettlement of employees becomes more obviously. Therefore,taking the Hebei province as an example,the author chooses the typical area to do the investigation,making clear the structured feature of the resettlement of employees of the steel industry,analyzes the reemployment work and effect of resettlement of the workers of the steel industry in- depth,puts forwards some common problems in the work of placement of workers. Through constructing the normal mechanism of the staff placement of the steel industry,the paper clears respective functions and duties of the government and enterprises in the placement of workers in order to effectively promote the work between the resolving the excess capacity and placement of workers work paralleling.
