摘要
基于农家书屋工程实施情况的分析,文章对公众新闻出版公共服务需求差异性形成的表现及根源进行了理论解释和实证分析,提出外部环境、预算约束和需求偏好等因素决定了公众新闻出版公共服务需求差异的形成,并在此基础上提出公众参与和需求回应平台建设、公共文化服务理念转变和能力提升、供给主体多元化以提升服务质量等对策建议。
Based on the implementation of Farmers' Bookstore Program, this paper gives a theoretical explanation and empirical analysis of public services in press and publication from the perspective of the public demand differentiation. It proposes that the external environment, budget constraint and demand preference determine the different demand. The paper gives some measures such as construction of the platform for public participation and demand response, changes of public cultural service concept, enhancement of ability of providing services and diversification of the suppliers in order to improve the quality of services.
