摘要
在周边外交再次成为中国对外关系热点和"一带一路"的战略背景下,边疆省区对周边国家传播的战略价值和重要性进一步凸显。以地方为发力主体、不断向内陆边疆转移的传播重心以及对周边传播在目标受众、传播媒介和传播手段上的新变化,都逐渐彰显出战略传播的特质。在传统以新闻宣传为主的对外传播理念影响下,边疆省区对周边国家传播在传播内容、传播方式、传播主体和对象的表现上都较为狭隘,亟须在战略传播的视域下对传播作整体规划和设计。
In the context of neighborhood diplomacy becoming the hot issue of China foreign relationship and 'One Belt And One Road' Strategy, the border provinces communication to neighboring countries highlights its strategic value and importance. Making provinces and cities as communication subjects, communication center of gravity shifting inland and the new changes of neighboring communication in target audience, media and methods display the characteristics of strategic communication. With the influence of traditional external communication idea which focuses on news propaganda, the border provinces communication to neighboring countries performs narrowly in content, method, subject and object, so it n eeds to do overall planning and design in the perspective of strategic communication.
