Building a two dimensional coordinate evaluation system of mineral resource importance

摘要 矿产资源重要性评价对科学规划和分类管理矿产资源、有针对性地制定相应政策措施具有重要意义。1界定了矿产资源重要性的概念;2系统构建了我国经济重要性-供应风险"二维坐标"评价体系,其中供应风险评价包含国内供应风险、境外获取风险和市场风险3个二级指标和储消比、境外资源集中度等11个三级指标,经济重要性包含经济贡献度、资源经济价值、未来需求趋势和不可替代性4个指标;3以某种矿产消费价值占该行业消费所有矿产总价值比例加权,建立了反映资源实际价值的经济贡献度的计算方法;4对评价体系进行了扩展,形成了以纵轴为经济重要性、战略性新兴产业重要性和国防军工产业重要性,以横轴为供应风险或资源优势度的矿产资源重要性"二维坐标"评价体系,并对评价体系在时空和矿种上的适用性进行了探讨。 The evaluation of mineral resource importance is significant to the scientific classification and management of mineral resources and corresponding policies and measures.Here,we define the concept of mineral resource importance and systematically constructed China's economic importance using a supply risk two-dimensional coordinate evaluation system. In this two-dimensional coordinate evaluation system,the supply risk assessment includes three secondary indicators(domestic supply risk,overseas acquisition risk and market risk) and 11 third-level indicators(e.g. ratio of reserves and consumption,abroad resource concentration). The economic importance assessment includes four indicators:economic contribution,the economic value of mineral resources,he future demand trends,and non-substitutability. We established a new calculation method of economic contribution which was used to reflect the actual value of resource contribution to the economy and we weighted the value of one mineral resource's consumption against the total value of all mineral resource consumption in the industry. We extended the evaluation system of the horizontal axis and vertical axis to form China's importance of mineral resources two-dimensional coordinate evaluation system. In this two-dimensional coordinate evaluation system,the vertical axis includes economic importance,emerging strategic industry importance and the importance of the military industry. While the horizontal axis includes supply risk or the dominance of mineral resources. We conclude by discussing the applicability of the evaluation system in time and space,and different kinds of minerals.
