中国在吉尔吉斯斯坦区域资源产业开发布局分析

Development layout analysis of regional natural resources and industry for Kyrgyzstan and China

吉尔吉斯斯坦因其得天独厚的地理位置,成为中国建设"陆上丝绸之路经济带"的重要支点。本文从互利共赢的资源合作切入,分区域对吉尔吉斯斯坦资源、产业、基础设施、投资环境等进行综合分析,提出中国和吉尔吉斯斯坦合作构想:1中吉合作目标及基本原则:资源产业作为切入点,全方位推动中吉战略合作;将费尔干纳盆地反"C"字形地区作为中吉合作核心区;促进吉尔吉斯斯坦南部经济发展,为"大通道"营造良好环境;2合作主要领域和重点布局:电力、公路、铁路、管道等资源通道建设;矿产资源及相关产业合作;3合作模式:积极稳妥、互利共赢的合作方式;吉尔吉斯斯坦资源开发合作模式构想——谦比西模式。文章最后指出中吉合作不仅符合两国人民的根本利益,还可以共同维护中亚地区的和谐稳定。

Because of its geographical position and richly endowed nature,Kyrgyzstan has become China's pillar for the construction of the Land Silk Road Economic Belt. Starting from mutually beneficial and win-win cooperation,we comprehensively analyze Kyrgyzstan's resources,industry,infrastructure,investment environment and proposed China and Kyrgyzstan cooperation conception sub-regionally. Cooperation between China and Kyrgyzstan should start with mutually beneficial resource cooperation,then promote comprehensive strategic cooperation. The fergana basin anti- 'c' glyphs area should be a key investment area;cooperation between China and Kyrgyzstan should promote economic development in southern Kyrgyzstan and create an environment for‘big channel'. The main areas of cooperation and key layout are electricity,roads,railways,pipelines and other infrastructure;and mineral and related industry cooperation.Cooperation in resource development model should use the chambeshi mode. Kyrgyzstan has a strong will to develop the economy,though its infrastructure is very poor,the economic development level is backward and the level of development of the mining industry and related industries is low. The country has rich resources and a great mining potential. Kyrgyzstan is adjacent to the Sixth China Economic Zone-Kashi,and can provide resources for the Kashi economic zone. China transfers technical advantages of the manufacturing industry from east to Kashi,which can provide Kyrgyzstan with the industrial products it needs. In this way,the two countries can be complementary. Last,we point out cooperation between China and Kyrgyzstan not only conforms to the fundamental interests of both groups,but can jointly maintain harmony and stability across Central Asia.
