矿产资源开发生态补偿主体之间的博弈分析

Game Analysis on the Ecological Compensation Subjects in Mineral Resource Development

生态补偿是矿产资源开发中迫切需要研究解决的问题,补偿主体缺位和补偿主体之间关系的不明确是矿产资源开发生态补偿需要解决的关键问题。利用博弈论对我国矿产资源开发的生态补偿主体进行研究,对中央政府与地方政府、企业与地方政府两方博弈以及地方政府、企业与当地居民之间三方博弈的关系进行了分析。补偿主体之间的相互补充、协调配合,可以实现各方利益均衡,从而推动整个矿产资源开发区域内经济、社会和生态环境的协调、可持续发展。实现矿区生态补偿综合效益最大化必须建立在以博弈均衡为基础的富有成效的生态补偿机制上,积极协调各方的利益平衡。

Ecological compensation was an urgent problem in the mineral resource exploitation,and the vacancy of compensation subjects and their indeterminate relationship were the key problems.The ecological compensation subjects of mineral resource development were researched by game analysis.And the game relationships of three aspects were analyzed,containing the first game relationship between central government and local government,the second game relationship between enterprise and local government,and the third game relationship between local government,enterprise and local residents.The supplement and coordination among compensation subjects could realize benefit equilibrium of each aspect,therefore promoted the harmonious and sustainable development of economic,social and ecological environment in the whole area of mineral resource development.The maximum comprehensive benefit of ecological compensation in mine area should be achieved based on the productive compensation mechanism which was found on the game equilibrium,so as to actively coordinate the interests of all aspects.
