户籍制度改革是当前社会上一些矛盾的焦点和改革的难点,但户籍改革是我国社会改革的重要组成部分及社会现实的客观需要。各地户籍制度改革模式存在改革方向的趋合理性、政策的多功能性、措施的可操作性、程度的不彻底性的相同点及改革模式因地制宜、政策松紧不一、受众等级分明的不同点,因而要积极推进户籍制度相关法律的建设,加快户籍制度配套社会体制的改革,在坚持渐进式原则中寻求渐进式突破。
