独立学院低年级学生发展工作是学生党建工作的基础,它对学风建设、组织纪律观念、学生的全面发展、思想政治素质、校园的政治稳定等方面起着积极的促进作用。新形势下独立学院低年级党员发展过程存在不和谐现象,培养载体不够完善,培养教育的内容,方法,形式也不够充分的情况;应坚持走群众路线,设计适合独立学院实际的大学生入党积极分子评价体系,实施"123"工程,切实保障独立学院低年级学生党员发展质量。

The development of Party members of low grade students of independent college is the basis of Party building work,it plays an active role in promoting the construction of style of study, sense of organization and discipline, students overall development, ideological and political quality and the political stability of Campus. There are some cases in low grade Party member development of Independent Colleges under the new situation, for instance, the development process is not harmonious phenomenon, culture carrier is not perfect enough, training content, method, form is not enough. We should adhere to the mass line, design for the evaluation system of the college party activists actual independent college,and implement the '123' project, to ensure the development of Party members of low grade students quality in independent colleges.
