摘要
调研表明,北京市基本养老保险态势为“两低两高”,即基金支付安全系数低,养老金替代率低,职工负担系数高,职工参保率高。调研同时表明,基本养老保险支柱尚能支撑,但不够坚实;企业补充养老保险支柱得到一定重视,但缺少管理;个人储蓄性养老保险支柱得到强化,但缺乏规范。基本的对策思路是:依法扩大养老保险覆盖面和提高参保率,确保基本养老金的按时足额发放,增强基本养老保险支柱的抗风险能力,夯实第一支柱;完善企业补充养老保险制度,协调管理机构及明确其具体工作职责,在效率优先的基础上,逐步提高企业补充养老保险水平,管理好第二支柱;统筹社会保险与商业保险,逐步完善职工养老保险计划,规范第三支柱。
It is shown by the research that Beijing basic endowment insurance is displaying a tendency of low safety factor of fund repayment, low substitution to retirement pension, high employee burden, high employee endowment insurance ratio. Moreover, Basic endowment insurance pillar is not solid; endowment insurance pillar at enterprise account is regarded, but lack of management; personal contributions endowment insurance pillar is strengthened, but disordered. Sone suggestions as following made in this article, such as to broaden coverage of endowment insurance and collection scope, to ensure full basic endowment insurance repayment in time, to enhance basic endowment insurance to resist against risk, making the first pillar solid, to perfect laws and regulations on reforming endowment insurance at enterprise account, making the second pillar well-managed, to coordinate management institutions and specify their duties, to raise endowment insurance at enterprise account, to combine social insurance and commercial insurance, to perfect employee endowment insurance plan, making the third pillar standardized.
