双方有一方是独生子女,那么可以合法实行二胎计划。并且伴随着第一代独生子女进入至高峰的生育阶段,计划生育重新成为了人们关注和议论的焦点。此项政策在2013年被重新拿出来讨论,并且将会在2013年底或者是2014年初期开始试运行。与此同时,有关2015年以后的全体开放二胎计划政策也在实行和拟定的过程中,在这之中提及的有关于坚持计划生育这项基本国策,开展夫妻双方一方为独生子女的即可生育二胎的计划和政策,这预示着多年来讨论和议论的单独二胎的实施方案会正式的开展和实施。文中就此新形势新背景下的我国的生育保险问题做了简单的分析,并且吸取国外一些成功经验,为我国的生育保险制度的良好完善实施添加全新的药剂支持。
