21世纪是环渤海经济改革发展的关键时期,各级政府要进一步强化政府职能、完善区域法治建设,保证环渤海区域的全面协调可持续发展。其中政府采购作为重要调控手段之一对环渤海区域经济的稳健发展不容忽视。虽然,各级政府对采购行为的监管已初步建立了相应的法律体系,采购行为逐渐被纳入法治轨道,但仍然美中不足,因此完善政府采购法律监管制度成为当务之急。

Twenty-first Century is the key period for Bohai economic reform and development, governments at all levels should further strengthen the functions of the government, improve the regional government by law construction, ensure the overall coordination of the Bohai rim region sustainable development. The government procurement is one of important means of regulation and steady development of Bohai regional economy can not be ignored. Although, at all levels of government regulation on purchasing behavior has initially established the legal system, purchasing behavior is gradually into the orbit of rule of law, but still a fly in the ointment, so to perfect the legal supervision system of government procurement has become a pressing matter of the moment.
