The Trends of Higher Education Quality Assurance Development and China's Choice in the Context of Internationalization

国际化背景下跨境教育质量保障挑战了传统质量保障体系能力极限。我国作为跨境教育最大资源国和质量保障的后发外生型国家,如何适应国际高等教育质量保障趋势,增强跨境教育质量保障能力,成为高等教育国际化进程中亟待解决的问题。要加强我国高等教育质量保障能力建设,就必须在参与中提高国际化程度;依据清晰的标准加强跨境教育质量管理;推动质量保障专业化建设;引导质量机构自觉接受外部评估以促进质量保障活动的规范化发展。

In the context of internationalization,the cross-border education quality assurance challenged the limits of the traditional quality assurance system capacity.As the largest resource state of cross-border education and the exogenous latecomer of quality assurance,China faced the challenges of adapting to the trend of international higher education quality assurance,and enhancing the capacity of the cross-border education quality assurance in the internationalization process of higher education.To strengthen the capacity building of higher education quality assurance,it should improve the degree of internationalization by participating;strengthen the cross-border education quality management according to the clear benchmarks;promote professional construction of quality assurance;and guide the quality assurance agency to apply external audit to realize the enhancement of quality assurance normalization.
