经济发展"新常态"是对我国当前宏观经济形势和特点的新概括,在此大背景下,经济体制改革将进一步深化,而如何在深化过程中积极发挥民间资本则成为"新常态"背景下政府和业界共同关注的课题。经济发展"新常态"下,针对民间资本运作所呈现出的新特点,必须在综合践行一整套管理体制改革构想的基础上实现体制协同,从而构建出系统完备、科学规范、运行有效的开放性资金市场,以促进民间资本的规范运作和管理,实现资金资源的高效配置,提升和发挥民间资本对实体经济的服务能力。

'New Normal ' is the summary of China's current economic characteristics. In the background of 'new normal',economic reform will be further deepened. Private capital is a huge social capital resource. How to actively and effectively use and manage the huge financial resources is the common issue of government and community against the background of 'new normal '. Under the circumstances,we must focus on the new features of private capital and build a complete,scientific,standard,and effective open market based on a set of comprehensive management system so as to promote the standardized operation and management of private capital and to achieve efficient allocation of financial resources,enhancing the service capabilities of private capital for the real economy.
