The higher education of California is moving from excellence to mediocrity,and the decrease in the preparation,participation,affordability,and completion is disconcerting.The external causes of the crisis of higher education are the complex political environment,the sudden decrease in the finance funds,and the lack of financial strategy;the excessive implementation of neoliberalism in California is the internal cause.It shows that the higher education reform should balance the interests of the government,colleges and universities,and the market;the protective policies should be released by legislation to drive higher education,and the top-level design of higher education ought to prevent the chaos of the discordance;the diversified investment mechanism should be set up to strive for more funding.
