可执行性在政府创新体系中起承上启下的作用,构建评估体系可以作为验证政府创新可执行性的有效机制。将公共服务标准化作为创新验证的分析对象,选择创新接受阶段和实施阶段作为分析路径,可以构建政府创新可执行性评估三级指标体系。公共服务标准化作为一种政府创新总体上具有较强的可执行性,但依然有继续改进的空间。

Enforceability plays the role of the connection in the government innovation system, and the construction of the evaluation system is an effective mechanism for testing the government innovation enforceability. The public service standardization is an active practice of the government innovation, which is the object of analysis of the innovation testing in the paper, while the innovation acceptance and the innovation implementation are the analysis paths. After constructing a three-level indicator system, the paper tests the typical case of Bureau C, District J of L City, which shows that the public service standardization generally has a strong enforceability as the government innovation, and there is still space for improvement.
