摘要
与正规高等学历教育相比,我国高等非学历教育处于不均衡的发展水平。"多样化需求旺盛与有效供给不足"的矛盾凸显了我国高等非学历办学效能低下的问题。提高高等非学历教育办学效能,必须在转变高等非学历教育发展方式进程中,调整高等非学历教育结构,提高培训质量,并进行相应的管理体制、机制改革。结构路径、技术路径、制度路径应成为转变高等非学历教育发展方式的核心路径,同时还应将三条路径作为优化与整合高等非学历教育发展要素的基本逻辑遵循和有效整合机制,进而助推高等非学历教育发展方式转变。
There's a huge imbalance between the current condition of the higher non-academic education and the need of the transformation of economic development to the high-quality and development of multi-level education personnel talent.Therefore,it is badly imperative to transform the Chinese educational development mode.There are three core paths to reach the transformation of the higher non-academic education,including structural path,technical path,and institutional path.These three paths address,respectively,the adjustment of the higher non-record education structure,the reform of training mode,and the change of administration mode.At the same time these three paths should be the basic logic and integration mechanism used to optimize and integrate higher non-academic education so as to further the transformation of higher non-academic education.
