Generalized Theory of Democracy——An Attempt to Build Socialist Democratic Discourse with Chinese Characteristics

正确的民主实践必须以科学的民主理论为指导。文章提出的广义民主论就是构建中国特色社会主义民主话语的一种自觉努力与尝试。与将民主主要理解为竞争性选举的选举民主论不同,广义民主论主张现代社会中民主的存在具有广泛性与普遍性。在现代社会,民主存在于整个社会系统的多重领域,在每一领域民主又都具有多种实现形式,并且每一种民主形式在实现过程中又都包含多个程序环节。应该从各个领域、各种形式、各个环节民主的发展上来全面把握一个国家或社会民主的发展状况,特别是已取得的成就与依然存在的问题。

The practice of democracy must be guided by scientific theory of democracy.The paper proposes that the generalized theory of democracy is a conscious effort and attempt to build socialist democratic discourse with Chinese characteristics.Different from the theory of electoral democracy in which democracy is understood as competitive elections,the generalized theory of democracy advocates breadth and universality of the existence of democracy in modern society.Democracy exists in multiple areas of the whole social system,which has multiple forms in each area and also contains many segments in the implementation process of each form.The practice of democracy of a nation or society should be pulsed in various areas,forms and segments,especially from the achievements and the existing problems.
