在全面推进依法治国和公安机关执法规范化不断升级的背景下,公安机关执法的主要问题不仅仅涉及到规范层面的合法性问题,还涉及到价值层面的公正问题。公正具有多面性,多角度探讨公安机关法律实施的公平正义将具有不同的理论和实践意义。剖析重要类型公正的含义和姿态是准确理解公安机关法律实施中公正问题的关键所在。客观公正与主观公正、实体公正与程序公正、公正与效率问题将是我们分析和探究的三条路径。

The Fourth Plenum of the 16th CPC put forward the goal that we will promote law-based governance of the country in an all-around way. Law enforcement of the public security organs is growing standardized. We talk about not only the legitimacy of public security organs' law executing, but also law fairness and justice. Exploring law fairness and justice in public security organs' law executing is of considerably theoretical and practical significance. Objective Justice and Subjective Justice, Substantial Justice and Procedural Justice, Justice and efficiency will be three paths for us to analyze and explore public security organs' law executing.
