“管办分离”背景下的中国体育管理多中心治理问题研究

Study on Chinese Sports Management Polycentric Governance of based on “separation of management”

基于我国体育体制"管办分离"的改革背景,探讨体育治理走出"一元"困境的模式,从我国体育体制改革的现实社会环境和发展策略两个方面进行分析,研究认为:我国目前体育体制改革的现实社会环境主要体现为:改革的动力是外力作用下的倒逼改革,体育系统主体动力不足,体育管理模式从"一元"到"多元"的传统消解与现代建构之间断裂,体育社会组织的自组织能力提升与参与治理空间狭窄。基于以上的改革环境,提出了发展策略:即政府体育部门需定位好自身"元治理"角色,推进多中心治理的组织建构,培育多中心治理文化,规范体育事务多中心治理行为、责任。

Based on the background of China's sports system reform ' separation of management',this paper made discussion on sports governance how to go out of the Monistic dilemma.After analyzed from the real social environment and development policies,studies suggest that:Chinese sports reform is forced under external force,the sports official lacking sufficient impetus,sports management from the ' Monistic' to the 'pluralistic' model have a greater space,governance of sports organizations also need to improve.Based on the background,this article proposed development strategies:Government sports departments need to position themselves 'primary governance' role,promoting organization construct polycentric governance,foster polycentric governance culture,The State shall regulate sport management polycentric administrative behavior and responsibilities.
